Each house comes in a sims2pack file which needs to be 'run' to install the house. The Sims 2 can open sims2pack files, installing the lot for you, however this is not the best option for houses which include custom content as it can generate repeat or broken files.

Some custom items do not get added to the sims2pack upon exporting the lot. Put any loose files in your Downloads folder as you would normally
